Contract SC2: Supply an Intelligent Transportation System (ITS) throughout Peoria and East Peoria. ITS is a network of cameras, traffic monitoring devices and message boards that will provide real-time traffic information and help motorists avoid high-traffic areas.

Contract 5: Reconstruct westbound and eastbound I-74 lanes from Monroe to the Murray Baker Bridge in Peoria; reconstruct five bridges including Monroe, Madison, Jefferson, Adams and Washington; construct tunnel underneath Adams Street, which will require raising Adams 15 feet; reconstruct Adams Street on ramp; close Murray Baker Bridge from April 1, 2005 - October 1, 2005 and paint it
